Job Description:

OVERVIEW OF POSITION

 Action Against Hunger is a leading organization globally focused on eradication of hunger and malnutrition. Action Against Hunger is seeking a Project Manager for Balochistan Emergency response project for the Winterization Emergency.

OBJECTIVES

Objective 1

To support and implement the Rapid onset project of Winterization emergency in Balochistan at field level.

Tasks & responsibilities

  • The Project Manager (Emergency Response) will be responsible for Project Management, providing technical backstopping to the IPs (Implementing Partners) and oversee the Grants Management with consortium partners.  The incumbent will also be closely coordinating with PDMA, district line authorities and will secure NOC for the project. Further, the Project Manager is also expected for IM /data management, and reporting for the project.
  • The PM will be responsible for getting NOCs from provincial and district government, and building close relationships for a coordinated response
  • He/she will act as focal point for the Balochistan Snow emergency
  • Close coordination with all the provincial stakeholder will be managed by PM
  • The PM will manage the implementation of the project in Baluchistan response in assigned Field Sites and is responsible for timely and high-quality program implementation and support.
  • The PM shall be ensuring adherence to agreed work plans and reporting schedules as well as full compliance to ACF policies in the areas of Finance, HR, Logistics and Information Management.
  • The PM works in close coordination with Program, Finance, HR and Logistics senior staff, as well as technical staff to ensure that programmatic and operational strategies are implemented at the field site.
  • In addition, it is expected that the Emergency PM will ensure that all grants are implemented in a manner that ensures the highest accountability standards for internal (partners, beneficiaries and ACF) and external(donors).

Objective 2

To develop technical reports, progress reports on the emergency project activities implemented.

Tasks & responsibilities

  • To support Information Management team in providing technical back stopping to implementing partners in generation of data sets and its analysis with regards to Emergency response.
  • To follow-up with Implementing Partners on project implementation.
  • Strong Support in all emergency programming assessments e.g.  Beneficiary selection, Baseline, Endline, and KAP assessments and relevant survey.
  • Up to 80% visits to field for ensuring quality program implementation.

Objective 3

To ensure organizational procedures, develop ToR’s for implementation of activities where required.

Tasks & responsibilities

  • Prepare reports APRs, donor and any report required by Government counterparts in line with the ACF quality standards
  • Ensure management of accurate databases
  • Organize workshops and other events related to project activities.
  • Comply with all internal policies processes and procedures including financial management systems.
  •  Undertake other duties reasonably required by the portfolio leader

Objective 4 (Gender)

Represent Action Against Hunger at Provincial level and act as a Provincial lead for all the coordination forums and working Groups at Balochistan

Tasks & responsibilities

  • Represent Action Against Hunger at provincial-level and technical fora, working groups, workshops and strategic think tanks related to the department;
  • Any other task assigned by line supervisor.

REPORTING RESPONSIBILITIES

Internal National

  • To support in compilation of monthly reports
  • To provide data for the central data base management to the capital office.
  • To support in compilation of project life cycle documentation reports.

  • Reports required by the Government counterparts especially Provincial Disaster Management Authority

POSITION REQUIREMENTS

Mandatory

  • Master’s Degree in social science with the proven experience in the emergency response.
  • Proven track record of previous emergencies experience like, distributions of NFI’s, winterized kits etc.
  • Experience managing partners/consortiums is a must
  • Ability to speak Pashto Language is mandatory along with other languages Udru & English
  • Significant experience in managing and implementation of emergency projects in Pakistan & a plus if had worked in other developing countries.
  • Good written and verbal communication in English;
  • Ability to work in a complex and rapid onset emergencies with little supervision provided
  • Ability to work independently and with self-motivation
  • Computer literate, knowledge of MS Word and Excel required
  • Willingness to travel frequently

Preference

  • Previous experience working in Baluchistan/KP
  • Experience within a large national or international organization;
