Job Description:

ROLE AND RESPONSIBILITIES

The incumbent will be expected to support the Project Manager by

§  Taking the lead in supporting Maternal Health, Reproductive Health, Child Health, and Nutrition interventions of the program

§  Providing technical oversight to the overall MNCH component of the program, and program implementation unit team

§  Designing, developing, implementing, reviewing and refining the MNCH component interventions of the program to optimize efficiency and effectiveness

§  Designing and development of community – facility – community referral linkages between MNCH care providers

§  Designing and development of mapping of potential locations for establishing Midwife Clinics, in close coordination with the MNCH program and district health management

§  Facilitate and lead formal and informal capacity building (as master trainer) of program staff on technical trainings and quality control issues, and (as and when required), field teams (healthcare providers) implementing MNCH interventions based upon Training Needs Assessments

§  Actively participating in design, development, revision of MNCH related capacity building training curriculum, training modules, training material, training approaches, and training aids

§  Maintaining close coordination with key MNCH technical experts from public and private sectors within Sindh, and Nationally

§  Coordinating, as and when required, with relevant stakeholders to solicit support, promote successes, and endorse program lessons learned

§  Designing, developing, and facilitating implementation of good practice guidelines for maternal and child care in program facilities, and catchment areas

§  Ensuring MNCH program component is harmonized with international standards, good practice guidelines, policies, strategies, and implementation guidelines at relevant level throughout the course of the Project Management Cycle

§  Ensuring regular collation, analysis, review of program quality reports relevant to MNCH, and presenting achievable course correction recommendations for consideration and implementation

§  Identifying, defining, following and analyzing MNCH key performance indicators in the Performance Management Framework

§  Defining high quality monitoring, supportive supervision, assessments/ evaluations of the MNCH component interventions in line with OECD-DAC criteria

§  Ensuring linkages and complementarity of the MNCH program interventions with other components of the program

§  Actively participate in operational research activities of the program, where necessary identify areas for such studies

§  Working with the Assistant Communication Manager to document MNCH success stories, case studies, best practices, lessons learned, data/ information, etc.

Traditional gender roles in Pakistan especially in NWFP, which remains indulged in tribal culture, define the woman’s place as in the home and not in the workplace, and define the man as the breadwinner. Consequently, the society invests far less in women than men. Women in NWFP suffer more from poverty of opportunities throughout their lives as compared to other provinces. Economic vulnerability is a key factor in the rise of poverty in Pakistan; vulnerability also arises from social powerlessness, political instability, and ill-functioning institutions. Corruption and political instabilities such as various separatist movements in Baluchistan and Waziristan resulted in reduction of business confidence, deterioration of economic growth, reduced public expenditure, poor delivery of public services, and undermining of the rule of law. The root causes of current unrest in whole country especially FATA and FRS are linked with the absence of the opportunities for youth in all sections of life in general and particular in livelihoods. Active participation of the youth in decision making and development of the area is neglected and never given a chance to decide their fate. This made youth of the area frustrated and restless and compelled them to take part in the unhealthy activities. Poverty and the lack of modern curriculum have proved destabilizing factors for Pakistani society as these causes our youth to be exploited by religious organizations banned by the government to run schools and produce militant literature. Eradication of poverty cannot be brought about by charity, but needs first and foremost empowering the poor, focusing on women, and tapping their tremendous potential.
