Job Description:

Main Objectives:

Ensure general functioning of the pharmacy and supervise pharmacy supply chain processes in accordance with MSF’s standards, in order to ensure its efficiency and operating availability.

The core role of the project pharmacist is to coordinate with logistics on medical supplies (specifically laboratory, water, hygiene and sanitation related) and monitor the medical and lab items consumption and pharmacy stock once the stocks are out from the main medical stores (which is managed  by the logs). This requires technical supervision of dispensers in the project including ones in outreach locations.

Ensure to have an adequate pharmacy stocks through maintenance of consumption, ordering and forecasting systems according to MSF guidelines

Responsibilities/Activities:

  • Define storage, stock management and supply processes, as well as hygiene and security procedures, tools, and protocols (controlling pests and rodents), implementing appropriate quality controls and records, in order to ensure good storage conditions (temperatures, humidity and light exposure) and availability of drugs and medical material. This will be done according to MSF protocols, national regulations and in cooperation with the logistics department.
  • Coordinate the delivery, reception and recording of international and local orders, in close coordination with the logistics department, updating stock files and informing line managers on their status (shortfalls, over-stocking, expiry dates), in order to permanently ensure security stock levels and ensure efficient management of stock.
  • Supervise orders of medical and drug material in order to ensure an efficient and appropriate consumption pattern under budget constraints
  • Supervise the supply drugs to patients, according to medical prescriptions, informing them on consumption patterns and keeping conditions in order to ensure their therapeutic progression, actively involved in pharmacovigilance and monitoring ADRS.
  • Ensure efficient supply to other pharmacies managed/supported by MSF according to orders and stocks, and using cold chain when needed. Monitor and analyse orders of depending pharmacies in order to avoid ruptures of stock or having expired drugs. Give guidance to MSF teams on the medical supply chain including weekly/monthly drugs request from different departments, check in relation to weekly/monthly consumption and propose final order to MFP for approval.
  • Supervise, with the HR department, the associated processes (sizing, staff shifts, recruitment, training, performance evaluation, development and internal/external communication) of the pharmaceutical team and the nursing staff, in order to ensure both the sizing and the amount of knowledge required and to improve their dispensing capabilities.
  • Report on drug consumptions and medical equipment dispensed according to protocols, informing on unusual patterns as well as forecasting future needs, in order to rationalise the budget and to ensure availability.  Support team to organize the medical pharmacies with the implementation of daily consumption /stock card system.
  • Records all items received and issued according to medical supply system and protocols.
  • Assist in training of nursing staff regarding dispensing of drugs and their side effects. Organize, monitor and supervise the proper functioning of cold-chain systems and inform any breeches to the MTL/MTL-assistant and mission pharmacist immediately.
  • Identify the training needs of dispensers in the project and suggest/request relevant training topics to the MFP. Give on the job trainings to various departments on accurate recording of the consumption figures on daily, weekly and monthly basis.
  • Liaise and collaborate with medical and logistic supervisors on day to day activities in order to ensure smooth functioning of the project level supply system.
  • Over all responsible for the quality of the consumption report coming out of the project to the MFP.
  • Monitor morbidities and mortalities and transfers within and outside of the MSF structures.
  •  Actively participate in the 4M/8M/12M international order process.
  • Responsible for the regular upgrade of the medical kits (for car, office, houses)
  • Perform any other duties as deemed necessary by line manager

Requirements:

Education: Essential B-Pharmacy degree or Pharma D degree from a recognized university of Pakistan.

Registered pharmacist with category “A” from any pharmacy council in Pakistan

Experience:

  • At least 1 year work experience in similar or related capacity (e.g. hospital, pharmaceutical company , NGO etc.).

Language: Essential mission  and local language

Competences:

  • Essential computer literacy (word, excel and internet)
  • The person knows the system of MoH drug ordering and supply flow.
  • Supervisory skills
  • Basic management skills
  • Flexibility and able to take initiative and common sense when required
  • Willingness to learn, develop capacities and take responsibilities
